Fulfillment is replaceable

Fulfillment is where the accepted decision turns into an action: owned checkout, direct operator handoff, FareHarbor, Rezdy, GetYourGuide, lead forms, or another approved partner for that lane. The provider can change. The corridor, decision logic, and routing record stay with DCC and Earth OS.
